§ 16-3. Same—Referendum to effectuate act.
This act [sections 16-2 and 16-3] shall not become effective until the question has been voted upon by the qualified electors of the county, and ratified by a majority of those voting on the question, which shall be placed on the regular election ballot at the next general election. Should a majority of the qualified electors voting on the question vote "yes" then this act shall become effective immediately. Should the majority of qualified electors voting on the question vote "no," this act shall be void.
