§ 2-31. Legislative intent.

It is the intent of the legislature to abolish the fee system for the compensation of all county officers of Franklin County who receive their compensation from fees and whose office expenses are paid from fees collected by them and to establish comprehensive salary scales for all such officers so that the intent of Article III, section 20, of the state constitution will be effectuated. It is also the intent of the legislature to establish a uniformity of budgeting procedure in said county to promote more efficient auditing and accounting of county finances.
