The purpose and intention of this act [this division] is to provide a uniform system
of laws regulating the seafood and fishing industries in Gulf, Franklin and Wakulla
Counties, and to conserve and increase the diminishing supply of oysters, shrimp and
prawn, important natural food resources, in the public waters of Gulf, Franklin and
Wakulla Counties. This [division] shall be liberally construed to effectuate that
purpose.
