§ 17-23. Meetings; accounting; expenses; vacancies.

  • (a)

    The board of commissioners shall hold such meetings as the business affairs of the district may require, and all such meetings shall be open to all inhabitants of the district and shall be held within the territorial limits of said district.

    (b)

    Said board of commissioners shall make a true and complete accounting of all monies received and expended by said board annually and shall publish or cause to be published a statement of their accounts in some newspaper of general circulation within said district.

    (c)

    Said board of commissioners shall defray the costs or expenses of all elections, referendums and other public meetings.

    (d)

    In the event a vacancy occurs in the office of commissioner either by death, resignation or the removal of the commissioner, or his removal from the district, or his sale and disposal of the property in the precinct to which he is elected, the governor shall appoint some person who resides in the district and owns property in the precinct where the vacancy occurs to fill the unexpired term, and such person shall have the same qualifications as required for appointed commissioners.
