§ 17-28. Parks and recreational facilities.

When the board of commissioners determines it is necessary for the public health and welfare to construct and maintain recreational facilities and public parks, the board shall, by resolution, so declare and shall call an election for the ratification or rejection of such project the details of which shall be set forth in said resolution.
